Permit Requirement
The Chemical Weapons (Convention) Ordinance, Cap. 578 empowers the Director-General of Trade and Industry ("the Director") to operate a Permit System and specifies the circumstances under which the operator of a facility requires a permit issued by the Director in order to operate his facility. Operators of facilities that are required to obtain a permit under the Ordinance should apply for a permit from the Director and be subject to the conditions under the Permit System. Such conditions include, among others, submission of periodic reports to the Director in specified manner about past and anticipated activities of the facilities, keeping of relevant records about the facilities and the activities carried out in the facilities that are related to the chemicals scheduled to the Ordinance, and agreement to be subject to checking and inspections which may be carried out by inspection teams comprised of both local Customs officers and officials sent by the OPCW.
